Importing Indonesian furniture into the UAE is one of the simpler routes in our country series. Most shipments pay the standard GCC customs duty of 5% on CIF value (cost, insurance and freight) plus 5% VAT. Since the Indonesia-UAE Comprehensive Economic Partnership Agreement (IUAE-CEPA) took effect on 1 September 2023, many furniture lines qualify for reduced or zero duty when shipped with a valid preferential certificate of origin. Sea freight arrives through Jebel Ali in Dubai, with ocean transit from Java typically running 16 to 25 days. A custom container of teak dining sets, majlis seating and made-to-measure outdoor furniture takes four to six months from deposit to villa delivery; ready-stock consolidations move faster. Duty, CEPA Rates and VAT
The GCC common external tariff applies to most furniture under HS chapter 94 (typically HS 9403): 5% of CIF value, the ceiling rather than what you necessarily pay. IUAE-CEPA reduces or eliminates tariffs on many Indonesian export lines, furniture included, but claiming the rate requires a CEPA certificate of origin; without it, customs applies the standard 5%. Schedules phase in line by line, so ask your forwarder to confirm the rate for your exact HS codes before quoting a landed cost. Treat “0-5% depending on line and paperwork” as the honest planning range.
VAT is 5% of CIF value plus duty. VAT-registered businesses can usually recover it; private buyers should treat it as part of the landed cost. Goods consigned into a free zone such as JAFZA are duty-suspended until they enter the UAE mainland, which matters for re-exporters, not villa deliveries.
Routing: Java to Jebel Ali
Jepara, the carving and teak capital of Central Java, ships out of Semarang. Bali-made pieces consolidate through Surabaya; Jakarta serves West Java factories. Jebel Ali is the largest container port in the Middle East and the default discharge point; some services run direct, many transship through Singapore, Port Klang or Colombo, adding days but rarely more than a week. Transit runs 16 to 25 days depending on carrier and routing. Khalifa Port (Abu Dhabi) and Sharjah work if more convenient; trucking from Jebel Ali across the Emirates is fast either way.
Documentation on Both Sides
The paperwork is two-sided, and the Indonesian half is what first-time importers often underestimate.
- Commercial invoice and packing list: itemised, matching HS codes, quantities and values.
- Bill of lading: issued once the container sails.
- Certificate of origin: standard, or IUAE-CEPA preferential for reduced duty. Decide before shipping.
- Timber legality (SVLK / V-Legal): required for Indonesian wood exports; missing paperwork is a warning sign.
- ISPM-15 treatment: wood packaging fumigated and stamped to the international standard.
- Clearing broker: private buyers need no importer registration; our forwarder’s agent handles declaration.
Villa and Majlis Orders: What Fits in a Container
UAE orders skew large, and the economics work when you fill a container. As a planning rule, a 20-foot container holds roughly 28-30 cubic metres of packed furniture, and a 40-foot high cube holds 65-68 cubic metres: enough for dining for twelve, bedroom suites and outdoor teak for the terrace. Majlis seating is a natural fit for custom Jepara production, built to your wall measurements and shipped with or without upholstery; because it is made to order, allow the full lead time rather than hoping for stock. Add the stages up and a made-to-order container lands four to six months after deposit; ready stock can shave two to three months off. The common cause of delay is production, not shipping: a workshop promising a full container in four weeks is telling you what you want to hear.
Freight Cost Planning
Treat these as planning figures, not quotes: a 20-foot container from Java to Jebel Ali has recently run roughly USD 1,200-2,500, and a 40-foot high cube roughly USD 1,800-3,500, excluding UAE-side handling and trucking. Duty is low and VAT is only 5%, so freight and production are the dominant costs, which is why filling a container, alone or shared, is the biggest lever on landed cost per piece.
Built for the Gulf Climate
UAE interiors are aggressively air-conditioned and the outdoor climate is hot and dry, the opposite of Indonesia’s humidity. Furniture bound for the Emirates should be kiln-dried to roughly 8-12% moisture content with joinery that tolerates movement; plantation teak handles this transition better than most timbers. For terraces, specify UV-stable finishes or accept natural silvering, and decide before production.
